Project Manager

ACS Professional Staffing is looking for an employee to work on-site with our client. The Project Manager 3 position is located in the Transmission Services Long Term Planning (TPL) organization and will provide project management expertise and support in implementing improvement initiatives in TPL. The project manager will provide recommendations and support to the TPL Asset Management program and will act as a liaison between the business and technical aspects of projects. This full-time position is located in Vancouver, WA.

Because we are a federal government contractor, we have special restrictions placed on us for hiring foreign nationals into certain key positions within the company. This particular position requires U.S. citizenship.

  • Provide project management expertise and support Transmission’s capital investment acquisition process projects, from beginning to end, providing expert guidance on the PMI-based project management methodology
  • Facilitate, monitor and track multiple Asset Management projects; meeting and working with various Project Managers (PMs) to identify changes to project scope, budget, or schedule; assist with required change documentation
  • Facilitate the development of project requirements, milestones, and project expectation documentation, which may include:
  • Providing assistance with the drafting of Statements of Work (SOW’s);
  • Providing technical writing expertise;
  • Identifying potential obstacles and recommending actions to mitigate;
  • Providing logistics coordination and assistance;
  • Assisting with the compilation and submission of project documentation.
  • Pursue authorization for changes to scope, cost, schedule or plan performance for the Asset Program plan or approved associated projects.
  • Gathering information in order to understand related business needs, dependencies and other initiatives and how best to deploy end products.
  • Address and navigate politically sensitive issues in a collaborative and professional manner.
  • Develop and monitor the budget by identifying, reviewing and evaluating the status of existing projects, taking into consideration:
  • Schedule changes;
  • Changes in scope;
  • Prioritization of proposed projects;
  • Potential efficiencies (such as project bundling);
  • Funding limitations/alternatives.
  • Monitor the final asset program budget. Alert PM’s, Resource managers of any concerns with schedule, funding or scope changes. Collaborate with applicable PM, project team, and COR to develop and recommend corrective actions or draft necessary change documentation.
  • Provide assistance with the coordination, resource or change requests, and activities of project sub-teams.
  • Issue regular status reports and provide Program, project and task updates
  • Collaborate and work with project sponsors and performance managers to remove obstacles impacting timely project completion.
  • Draft a final project report
  • Develop and recommend improved data analytics for balancing the portfolio for dollars, materials, and labor needs.
  • Support and assist with the creation of a demand planning function to forecast resource requirements and balance portfolio needs.
  • Tracking, monitoring and facilitating the resolution of issues and risks identified within the projects, as well as compliance-related dependencies;
  • Maintaining issue, risk, and/or action logs;
  • Support and facilitate the following deliverables:
  • Maintain consistent communication with project sponsors, performance managers, and clients on the progress of the project vis-a-vis the work plan;
  • Provide clear and concise communications to Asset Management Program PM’s, inter-project team, project teams for which acting as PM;
  • Coordinate the efforts of inter-project teams, assigned project teams, technical teams, and other orgs necessary for the success of Program or project success;
  • Coordinate the efforts, or assist other Asset Management Program PM’s coordinated efforts, of inter-project teams, assigned project teams, technical teams, and other orgs necessary for the success of Program or project success;
  • Provide communication and project management best practice gap analysis; 
  • Implement Organizational Design and Change Management requirements as developed within the IPPI program.
  • Developing and proposing project plans, resource strategies and funding estimates required to advance each assigned program or project
  • Support, facilitate or assist with the following technology-related activities as requested or required for assigned projects:
  • Provide coordination or liaison with IT PM’s, Resource managers, stakeholders, and project assigned resources.
  • Coordinate, facilitate or assist with gathering, analyzing and developing Process and System Design requirements.
  • Coordinate data gathering requirements, system integration requirements, and planning, tracking and reporting requirements.
  • Coordination with the program enterprise architect, to include business and data requirements to support business intelligence requirements and common information model needs
  • Integration of Architecture Design and end-user training.
  • Provide support and collaborate with front-line managers and supervisors; providing recommendations as they help their staff adapt to a new or revised business model for asset management processes and concepts.
  • Provide technical user and data analysis support for all software used by asset management and portfolio management.  Emphasis is on collecting, analyzing and reporting data needed to manage the asset management portfolio.
  • Perform data analysis, report building and system configuration changes.
  • Coordinate data gathering requirements, system integration requirements, and planning, tracking and reporting requirements. 
  • Utilize analytical techniques to decompose high-level information into details and abstract up from low-level information to resolve solution vs. requirements conflicts.
  • Participate in the coordination of asset management and portfolio operations, including review and validation and follow-up of information and capabilities requests, Executive Briefings, and Transmission Asset Management meetings.

  • A Bachelor’s degree in Engineering, Business Administration or Management, Organizational Development, Computer Science or other related technical discipline is preferred.
  • Bachelor’s Degree in applicable fields:  10+ years of direct work experience is required.
  • Bachelor’s Degree not in applicable fields:  12+ years of direct work experience is required.
  • No Degree:  14+ years of direct work experience is required.
  • Experience should include direct project management experience including all aspects of process development and execution.
  • 10+ years of demonstrated project management experience with business services capabilities projects using industry-standard methods and tools for managing schedules, dependencies, resources, funding and developing technical specifications and project plans.
  • PMP certification.
  • 5+ years’ experience successfully coordinating or running multiple projects simultaneously as a program.
  • 3+ years’ experience with MS Project including portfolio management capabilities as well as project management features like experience with the fundamental operation, function, and workflow of Microsoft Project with regard to timelines, dependencies, project expectations, milestones, and resources.
  • Experience in the energy and/or utility industry.
  • Valid U.S. Driver’s License is required.
