Overview:
ACS Professional Staffing is looking for an employee to work on-site with our client. The Project Manager 2 position provides project management (PM) support to the Real Property Field Services (TERR) Supervisory Realty Specialist. This position facilitates costly and sensitive transmission related projects that require Real Property Services support. This full-time position is located in Portland, Oregon.

Because we are a federal government contractor, we have special restrictions placed on us for hiring foreign nationals into certain key positions within the company. This particular position requires U.S. citizenship.

Responsibilities:
  • Support and facilitate projects, from beginning to end in  collaboration with senior management
  • Actively engage with the business to properly understand the business needs, identify dependencies, project expectations, milestones, resources, and other initiatives
  • Identify and request subject matter experts needed during the project.
  • Forecast resources to fulfill project needs
  • Collaborate with business units to resolve resource allocation issues.
  • Facilitate “kick-off” meetings with sponsors, stakeholders, and partners and validate approval/buy-in of project plans and commitment of resources.
  • Schedule and facilitate project team meetings and coordinate activities of sub-teams.
  • Organize, coordinate and facilitate the work of the project teams and serve as the liaison between business and technical aspects of projects, includes recommending project stages and assessing business implications for each stage.
  • Recommend an overall roadmap of efforts required to achieve program initiatives and project objectives.
  • Provide recommendations regarding project expectations, approach, roadmaps, work plans, deliverables, and goals.
  • Draft project plans, resource strategies and funding estimates required to advance each assigned project effort.
  • Administer project tasks on a daily basis with regard to time, budget, schedule and quality.
  • Organize, coordinate and facilitate the work of the project teams and serve as the liaison between business and technical aspects of projects, includes recommending project stages and assessing business implications for each stage.
  • Serve as primary TER point of contact for assigned projects; including, facilitating and tracking all internal and external deliverables throughout the life of the project. 
  • Appraisals and final land acquisition documents.
  • Analyze and identify project risks, complete a risk registry and plan risk responses; 
  • Monitor for risk triggers throughout the life of the project and provide recommendations for risk responses plans when required;
  • Reassess risks at key milestones throughout the life of the project and develop a plan of action to mitigate newly identified risks;
  • Provide background information, technical input, options and recommendations that facilitate project decision-making. This may include, at management request, arranging, attending and facilitating decision-making sessions/meetings with management, executives and key stakeholders, including, drafting agendas, answering technical questions, and presenting information, options, and recommendations for decision-maker consideration.
  • Participate in group improvement efforts, including drafting new or revising existing process and procedure documentation, recommending quality or efficiency improvements
  • Facilitate project post mortems and create a recommendations report in order to identify successful and unsuccessful project elements.
  • Facilitate the transition of a project or program to another project manager including any training, documentation, or meeting coordination required to bring the new PM fully up to speed on all critical aspects of the work and introduce them to executive sponsors and key stakeholders.
Requirements:
  • A Bachelor degree in Engineering, Project Management, Business Administration, Organizational Development, Computer Science, or a related technical discipline is preferred.
  • With an applicable Bachelor’s degree, 5 years of experience is required.
  • With a non-applicable Bachelor’s degree, 7 years of experience is required.
  • Without a degree, 10 years of experience is required.
  • Experience should include demonstrated project management experience, including app aspects of process development, planning and execution are required.
  • Professional knowledge of the principles, practices, techniques, and underlying concepts of Real Property Services, which may include Geospatial Services, Survey, and Mapping, Real Property Field Services, Realty Support Services, or experience coordinating projects that include these support services
  • Experience managing multiple simultaneous projects with competing priorities
  • Ability to manage process reengineering, business transformation, and change facilitation
  • MS Project experience
  • PMP certification
  • SharePoint
  • Microsoft Access
  • Valid U.S. Driver’s License is required.
